I want using both VPN and Adguard at the same time what is the best VPN for this issue?

Adguard VPN is the only VPN that will work on Android with Adguard adblocker as they can integrate. If you try another VPN, adblocker won’t work.

if you arent rooted then yes, if you are rooted then it can also work as an HTTPS proxy

I think so if Nord VPN has a proxy mode you can use it alongside adguard

Adguard in proxy mode, not sure how many are compatible and you may or may not need root access.
