Tor vs VPN - Whats the difference?
Problem is that Tor was literally made and released and promoted by the US Gov’t and is almost certainly monitored by it. And VPNs are only as trustworthy as the companies behind them. A lot of them have issues with giving their data to the FBI (or your national equivalent) anyhow or just selling it to other companies.
Basically both are useful, but cannot be trusted to protect you. No more than you trust your standard ISP to protect you.

Tor was created by the Navy about 20 years ago and then spun out as an independent project and was funded by the EFF, a digital civil liberties organization.
It’s open source and most nodes are run by volunteers. The only reliable way to attack Tor, a timing attack, requires you control the path through the network. Since anyone in any country can run a node, this is very difficult to pull off.
