I upgraded to Tails 4.24 and it loads fine. But when connecting to Tor using the prompt (with or without bridges), it does not connect. It says my network is blocking the connection. I’m using a VPN router with custom firmware via Express VPN. I’m able to connect to the internet using the unsafe browser, so I know I’m getting a signal. Just Tor won’t connect.
Also, any site in unsafe browser works EXCEPT the bridges.torproject.org site. It’s like it’s blocked or something. Not sure if that relates to the Tor connection issues at all.
Is it an Express VPN problem, a Tails problem or some other problem?
This is slightly off topic, but are you aware ExpressVPN was recently bought by a very dubious company: ExpressVPN bought for $1bn by Brit biz with an intriguing history in adware • The Register
ExpressVPN was not trustworthy beforehand, but now I would especially recommend against using them.

Why are you tunneling Tor through a VPN in the first place? It’s not recommended by Tor as far as I know and can break or diminish security features of Tor. Unless you have some wild threat model that demands this (which I can’t fathom, but maybe it exists) just don’t use a VPN with Tor.
Best guess is ExpressVPN is blocking any traffic related to tor.

Express VPN has its own onion site on the tor network and is part of many lists from tech sites recommending it as one of the best options for Tor browsing. So if it is blocking it, how and why? I left everything in their customer firmware alone after flashing. So I can’t imagine they are blocking anything by default. Hense my perplexment.
My old Ubiquiti firewall had tor blocked by default. It was a simple box-check to enable. Might be the same with Express VPN. I’m not familiar with their products but I’d bet there’s a setting somewhere disabling tor connections by default that you could turn on with a Yes/No toggle.
