You’re right about Cloudflare’s job, but there’s absolutely no reason why Cloudflare *couldn’t*. Personally I’m not sure that they would, but they definitely could.
They can’t *really* be threatened into doing anything as a country banning Cloudflare would cause a large chunk of the internet to be inaccessible, so there’s not much that could be done to get them to budge.
