VPN label always active in iOS 18

Why is the VPN label always active in IOS 18, even when it’s not on? I use surfshark and it didn’t do this in iOS 17.

Are you sure you don’t have Connect On Demand turned on?

It’s gone after rebooting mine. (Before the reboot) Although the VPN label remains active, I also noticed it’s draining battery despite the fact that the VPN is off.

It’s been fixed with 18.1
