There are various possible causes, none of which are particularly interesting to discuss anyway, as those would all be bugs. Go for 6.4.8 and re-test.
Another option is to kill the pid by doing the following
Diag sys process pidof sslvpnd
Find the first number
Diag sys kill 11 (first proc id)
This will kill sslvpn for everyone so best to do this when no one is in ssl vpn.

Well, I’d at least patch up to latest 6.4 in the meantime. 6.4.9 is scheduled for sometime this month too (I seem to recall someone mentioned an ETA date of next week (12th-ish)? That was a month ago).
