Is there a way to make a VPN from a network I don’t have router access to?

Define “access”. Like you don’t have physical access, but you could ask someone who does have access to do it?

At the end of the day, to host a VPN on a network you have to basically do this:

  1. Plug in or connect server device (GL.iNet router, Raspberry Pi, Apple TV, etc.) into router/network.
  2. Connect to server device (whether locally or remotely) to configure and enable VPN server
  3. Export client profile from server

You can do this with Tailscale.

Well, on the face of it that sounds equivalent to a very high level of hacking.

If you are connecting your router (which you have admin access to) to an existing network, you do not need access to that network’s router.

Like wifi in on the 2.4 band and your network out of the device on the 5 band kind of deal with that connection having the VPN on it?

Then you’re probably not going to be able to do it. The ATT gateway would need to be configured to allow the port for VPN to pass thru.
