I have been living in Germany for quite some time, and I was constantly afraid of torrenting.
In my homeland torrenting is the norm and paying is the exception, so I have little knowledge about
the necessary configuration and tools needed to do it safely and securely.
Would it be better for someone to provide me what detailed step-by-step guide how to do it so that
I have the confidence that everything is going to be alright?

Your fear of getting caught in Germany is well-founded, never torrent without VPN.
Going the qbittorrent route is safe, but it is not the best for every use case. If you have a device which runs 24/7 and is able to run docker containers, I recommend haugene’s docker image for PIA.
For torrenting, PIA is good enough.
I’d personally get a /r/seedboxes that’s fine with public trackers.

Op I was considering moving to Germany and gave this some thought.
There answer is definitely a seedbox. Removes all risk. With VPN you still gotta stay on top of shit on your end and make sure everything is configured right and your VPN is always consistently working etc.
For basically the same price as a VPN you can get a seed box and not have to deal with any of that.
0.1% you say? Well now withou any vpn i would say the probability anything will be done to you are less then 0.1% So to get the percentage up you should not use vpn and subscribe to as many torrents as possible.

Even easier and safer, get a debrid service like alldebrid or real-debrid, you just paste the magnet link or the torrent file and they do the downloading for you, you can then download the file at highspeed
This is the right answer. Also I’d recommend a trusted VPN provider. Everybody has his own preference. I use NordVPN. And always have kill switch enabled. If you are on windows you can even specify which torrent program to kill specifically. Basically pay for a good VPN and use most if not every available feature they provide. You can go a step further and install the VPN on you own router with the kill switch but this requires advanced skills.
How unsafe it is not binding the interface? Once my qbit opened I am afraid a couple of past torrents started uploading inmediately. It was a good couple of minutes before I discovered binding the interface was a thing I needed to do.
How about Debrid services are they reliable and/or good alternative?

This looks like the best approach for me because I am forcing them to expose their IP while I am safe directly downloading from their server, at least in theory.
Is it really safe, though, and how robust it is, do I have to configure something, are there limitation to the kind of content I can download or anything else I have to be aware of?

In Germany if you download a public torrent and the rights holder pays for this service your chances to get caught is 100%.
