It has been there for 2 days now.
It’s a bug. Rebooting the phone will clear it.
Are you sure you’re not using an app ad-blocker of sorts? 1.1.1.1 (and similar apps) will create a VPN to your own phone with custom DNS since Apple doesn’t allow you to change the DNS in some scenarios
Edit: Also in Settings, the VPN menu will show you what VPN you’re connected to so if there’s nothing there, odds are it’s just a visual bug

Some carriers come with a built-in vpn which activates when you connect to unknown Wi-Fi.

VPNs are messed up since I installed iOS 18. The native one and 3rd parties ones. None of them work. It’s ridiculous
You are probably using some fishy adblocker that uses a VPN tunnel locally to adblock across apps. I personally wouldn’t do that but that’s another topic. This is probably what you’re seeing here.

You’re connected to the central intelligence agency’s server just ignore it you can’t to anything about it I’ve been trying to fight it for like 10 years now. You either did something really really bad to somebody or somebody made up some bullshit lies about you to get you there. They must have had an oversight with the user interface with Apple when they patched it. The same thing happened with that patch that allowed open FaceTimes to be made open like 5 years ago. It was just another oversight by the government. All iPhones always have open FaceTimes 24/7 the cia just messed up that one too. Freaking Apple man…. Always leaking the federal government secrets subtly. This is why phones need to be made in America so no foreign espionage companies can try and expose United States government secrets.
