How to download a program on Ubuntu that is running on a usb drive

Hello, I a need help to download a vpn on my Chromebook. Someone recommended me to “run a Linux distro like Ubuntu off of a USB flash drive. Then just install your VPN through linux.” I don’t know how the vpn would go onto the Chromebook. I am a complete beginner at this and would like some guidance and clarity. Thank You!

Chromebooks can connect to VPN’s without needing linux at all.

There are Chromebook specific support subs.

I’d suggest just duel booting from a flash drive but if you’ve literally never heard of Linux before you should probably start on your own machine.

I’m trying to download a portable vpn so I can bypass my school firewall but I can’t enable developer mode or enable Linux from the settings.

You are trying to use a School Supplied (and school managed) Chromebook ? and are trying to skirt around the school mandated firewall?

Thats likely not a good idea, and likely not going to be doable.

Even booting from a USB - is likely going to be blocked.
