I want to access a WiFi network that I’ve been blocked from with the free Proton VPN but I can’t because it’s waiting for me to connect.
That’s not how VPNs work. If you don’t have a connection to the internet, you can’t use a VPN. So no, it can’t magically unblock you from the WiFi.
Edit: You might want to look into MAC address spoofing. If you change your MAC, the WiFi won’t recognise your device and could maybe let you in. That depends on how they blocked you.

Yeah, sometimes you get results that don’t really match what you’re looking for. VPN does help when your network blocks you from accessing certain parts of the internet, but does nothing when your device is completely blocked from accessing anything.
