You need a VPN first. Windows doesn’t have one, what you are seeing is simply a menu to add VPNs made by other companies.

What you’re looking at is a corporate virtual networking facility, not one of those public services on the Internet that cover up your IP adddress.
People who use the VPN setting page work in a company that has a Windows Server 2022 computer with a VPN service configured.
This setting isn’t about an integrated windows VPN client, it’s a place to configure third-party VPNs

A VPN client needs a server to function. It is like using a web client (browser eg chrome, edge, or Firefox) and having no server (Google.com, Microsoft.com, Firefox.org) to connect to, and asking if it will work.
That is not a built-in VPN client, which is what OP wants. You still need to subscribe to a third-party VPN service or connect to your own VPN server to actually make use of it. Hence the need to write a server name/address.
