If you’re in a region where songs are blocked, all you can do is pay for a VPN
Just make a Japanese account. However you’ll have to use a storefront like Play-Asia to buy Japanese Spotify gift cards to pay for premium.
You only need a VPN to sign up for an account. Once you have an account set to the Japan region, you can access the songs without the VPN.

Hey Say JUMP! is on Spotify. They have a digital EP, but that’s only four songs out of their entire discography.
HSJ doesn’t have hardly anything on Spotify— I’m actually in Japan using Spotify JP, and there are only 4 songs available. In Japan they really want you to buy the actual albums. If you have local mp3 files of the songs, you can add them to your Spotify library on your device and listen to them that way.

I’m not sure about Spotify but with other stuff I’ve used the VPN just needs to be active. Probably the same for Spotify though
You might be able to change your existing account to Japan too with a VPN, but switching the countries of a single account multiple times is more trouble than it is worth. I recommend creating a separate account.
