Does anyone here know if there is a way to get through admin blocks like with a virus to force install the emulator or am I just SOL(can’t download VPNs either)

You can use proxy server or use tor browser.
Use usb key or external hdd, download tor there.
just dump some files to your pc like tor and whatever you want off github, easy enough
