Yes, you can have a VPN set up that has nothing to do with the internet and there’s uses for it. Virtual Private Network, is just as the name says, it’s a network. All the computers in your home connected to your router is local network. All of these computers communicate with each other through the network. VPNs for internet work as sort of “middle man”.

But let’s say you set up your own local VPN server without internet. That would be like
living room computer >> vpn >> office computer
And there are uses for this. If you want the security a VPN can provide, tunnels, encryption features and what not for your home network you can absolutely set one up. Currently I have two servers running, one has a VPN service connected to local users for other computers in my house (Active Directory)

Hello sir thanks for the answer. yes , i am watching a tutorial on firewall and the one who configured the vpn ob sophos didnt sign in to the internet and just used vpn. So as the name says, vpn is just connect a resource in the office network without internet. But there are resources on cloud like azure vpn which needs internet right ?
