I want to set my own VPN server so i need an unlimited VPS.
I know Hetzner and Scaleway that are very cheap.
Scaleway and OVH also are unlimited.
Which hosting firms do you recommend?

Besides the ones already mentioned, DigitalOcean and Linode.

Ovh is great, atleast for me. Quite cheap too.
I’m going to second DigitalOcean. Linode is almost the same as DO, so they’re not bad as well. You can usually find affiliate links to get credit for you’r first month or so for both platforms.
Hetzner for sure, Scaleway has constant networking and other issues and their support sucks.
Hetzner does not allow VPNs and will ban your account

Go to www.lowendbox.com and look around. It’s a site that posts offers from small VPS providers. Some are shit (read the reviews) but some are decent, and decent pricing.
The site is meant for low VPS offerings, equivalent to a micro or small t2 instance on AWS EC2 (or about that). There are larger VPS instances available, but their sweet spot is small (which VPN would be perfect for).
Edit to add: There is also www.lowendtalk.com where you can talk with other VPS peeps about VPS hosting and ask questions
I am personally using Fastcomet and I’m happy with the service they are offering. They have so many positive reviews online, check it by yourself 
https://vpsdime.com/ gives a lot of resources for $7/month but their servers are in US and Netherlands only.
However servers respond as quick as Vultr and in some cases even better.
you might have a go with amazon lightsail . AMZ is a big name and lightsail is really cheap.
I just want to add a disclaimer that Linode has had numerous security breaches in the past.
